Today i.e., on 29-01-2026, a meeting of the Justice Committee for ICT under the chairmanship of the Hon’ble Chief Justice of Islamabad High Court Sardar Muhammad Sarfraz Dogar was held in Islamabad High Court Building wherein certain issues/agendas have been discussed as following:-
Issues and progress related to project of construction of Model Jail, Islamabad were discussed in the meeting. It was apprised that the project completion date is 30th June, 2026 as provided by the office of the Chief Commissioner-ICT, as the construction work of the Model Jail is in the final stage with 85% physical work completion and 15% financial progress achieved so far. Chief Justice observed that work on completion of Model Jail ICT should be finalized without further delay and must be completed till cutoff date i.e. 30th June, 2026. He also observed other logistics including deployment of Jail staff should be completed simultaneously so that the shifting of prisoners of Islamabad can be started from 1st July, 2026. The Hon’ble Chief Justice observed that the Secretary Ministry of Interior will coordinate with Secretary Finance to resolve the issues with regard to construction of Model Jail in ICT. Finance secretary will be invited in the Next meeting of the Committee.
Report regarding “National Prison Reform Action Plan” submitted by Jail Reform Sub-Committee and the Consolidated Action Plan was discussed and acknowledged as a key framework for improving prison administration.
Hon’ble Chief Justice observed with great concerns that crime ratio is increasing in ICT specially theft, accident and rape cases. In Rape cases, report from Forensic Laboratory should be obtained for best incriminating evidence so that the real culprit should not go without awarding punishment. The Hon’ble Chair emphasized that criminals should be investigated properly so that the crime rate can be decreased. The Training of Investigating Officers should be arranged for collecting all possible incriminating evidence.
Hon’ble Chief Justice observed that the Judges of District Judiciary impressed upon to decide the cases expeditiously so that the grievances of the Public at large may be addressed.
Law & Order Situation and Digital /Safe City Surveillance Mechanism was also discussed and apprised that about 35% of critical areas of ICT are covered through CCTV surveillance, including red zones, highways and sensitive locations. As per latest report, 19692 persons and 15779 vehicles have been checked leading to the recovery of 17 stolen vehicles and detection of 15 proclaimed offenders. In order to further enhance monitoring and detection capabilities, installation of AI- integrated surveillance cameras is underway.
Hon’ble Chief Justice observed that Police should be deployed in other areas of Islamabad like Red Zone.
Further discussed that security arrangements of the Islamabad High Court, District Judicial Complex as well as Federal Judicial Complex and Residences of Hon’ble Judges are to be reviewed and strengthened in coordination with ICT Police and concerned departments and must be compliant with law. Continuous monitoring and periodic review of security measures at courts and judges’ residences is to be ensured by ICT Administration and ICT Police.
Hon’ble Chief Justice appreciated the Islamabad Police strategy that restricted the suicide bomber from entering into the Judicial Complex, G-11, Islamabad. The Chair directed more emergency exit doors be constructed and also install alarm system for emergency situation in Judicial Complex and the emergency exits should be integrated with alarm system.
