Paper filing shall remain the primary and official mode of filing before the District Courts. In addition thereto, cases filed by parties represented through counsel shall also be submitted electronically through the e-Filing system. Filings by litigants appearing in person (pro se) shall be accepted in paper form only; however, such filings shall be scanned by the Court and made available electronically on the Court’s docket.
